This one is not a joke, nor something out of Laurel and Hardy. It is one of several news clippings from his scrapbook showing my grandfather arresting a delivery man who was driving a miniature vehicle on a main street of Washington, D.C., circa early 1920s. The driver has a bouquet of flowers on the seat beside him on the right, apparently intended for delivery.
